Cheated by my friend for money

My friend used my credit-card for 1.5 lakhs to buy an phone phone and also for a goa trip. He said he already has 2.5 lakhs in his bank account but due to some account issue he couldn't withdraw money. He sent me the screenshot of message he got from bank in Facebook messenger. He also kept 20grams gold with me. But after using my card he took the gold back and told me to give me a cheque for 1.5 lkhs within two days. But he never gave the cheque and he keeps changing his mobile number and we have the entire money related transactions on facebook messenger and i also had him signin blank promosiry note. I even came to know, whatever gold he kept with me initially is not his. It is one of his other friend. Also he doesnt have bank account. screenshot he sent on Facebook is not his account, it is his friend account. Both of these people cheated me. Can I file a cheating case against these people along with money recovery suit?
If any person to whom you have given loan of any amount, then in such case you shall have the right to claim money amount from that person by filing a recovery suit under order 7 rule 2 of CPC against that person. But before you file any recovery suit you shall have to send a legal notice for the recovery of the said amount of loan by giving him 7 days to repay. If he does not pay the loan amount within 7 days of such period, then the civil proceedings shall be commenced against him.
