Advice on physical filing and case strength

I filed a consumer complaint through e-Jagriti seeking a refund of ₹90,000 for a holiday package. The Ahmedabad Rural Consumer Commission has directed: "Visit commission personally for submission of physical sets. Do not resubmit." Can an advocate submit the physical sets on my behalf, or is my personal presence required? Based on these facts, does my case appear legally worth pursuing? If so, what is a reasonable fee for document submission and notarization (if required)?
