Withdrawn of water from water tank by other user

I have 2nd floor, and my plastic water tank has been put on cemented water tank (used by 3rd & top floor), water from my water tank has been withdrawn and get no water after complaining get that it has been done by connected house owner. I have no roof right in sale deed, is there any law or INDIAN EASEMENTS ACT which give me right to put my water tank on ground of roof so water could not be withdrawn easily to cemented tank. Generally the terrace is considered as the common area of the building and it is shared by all the residents. Even if the top floor owner has the right to use the terrace other residents can install and maintain the water tanks. To understand your concern properly I have to check your sale deed.
