Why is NOC required from society for purchase of a flat

Why the NOC is required from builder or Society. If all Indians are equal then why NOC is required to get entry in society for purchasing of flat . Society should give entry to any Indian of any caste/ religion and not having criminal record. Please focus on issue.
Ur question has half truth. However, the buyer needs NOC because he wants to protect his interest ....whether the leaving member has any outstanding on his name? Whether he has mortgaged his property known to the Society ? Whethr there is case is pending against or on behalf of the society on his name ? Was there any earlier dispute regarding the said property and what is the status as on the said date etc. Hence NOC IS REQUIRED
