What to do if saler refuses to do registration after reciveing 80% pa

What can be done if 80% payment is done and seller refuses for registration and ask for more amount for registration of property. Because for paying bank owner used our funds & then ask us to give more then which was finally accepted. Is there any steps to file the suit which works on fast track like. Consumer court according to claim amt. Religion. Is Hindu for both transaction parties.
you will need to file a suit for specific performance. you can also take criminal action against him. first u need to take a stay immediately for him not to create any third party interest on the property.
