This is my response to you:
1. Firstly you must assess if this is ancestral property or not;
2. To claim a stay on the sale, you must file a suit in the civil court;
3. Apply for stay application from the Brother-in-Law from creating third party interests;
4. Also then file an application for injunction;
5. Consult a local lawyer and then go ahead with the same;
6. You must state all the facts of the case and then well informed legal opinion can be given.
