What is the procedure for amendment of MOU regarding property

My father and mother jointly purchase under construction (on development agreement paper) property in August 2016 by paid full Payment in one time. Father is first holder and mother is second holder. No nominee. A MOU has been made between my parent and builder in which property details and amount has been mentioned. After signed the MOU my father was detected Brain Cancer and after his brain operation he became fully paralyzed, unconscious, unable to write,speak, understand, move etc. His memory has been fully gone. Now Our family want to change in MOU like change to first holder to my mother and joint a family person like son is second holder. Please tell me what is the process to change in MOU When first holder is unable to write or speak because fully paralyzed.

Under the changed circumstances, you could write to your builder to change MOU and the builder would have no option to change the Mou. Even if the builder does not change the MOU you have the remedy to go and file a case before the co-operative Registrar or before the Civil court to ventilate your grievances placing the entire records of the changed circumstances.
