In a criminal case filed in the concerned court as a criminal complaint, the complainant has to appear before the concerned court on each & every day, if the complainant is not able to appear in the case on one particular date, the complainant has to inform his/her counsel to move an application for exemption from personal appearance. Seems your mother did not appear in the court on some date(s) of hearing and the court dismissed the complaint for want of prosecution by your mother. The next course of action depends on the stage of the case, when the same was dismissed. In some cases, the same court can revive the case, in some cases, the first superior court can set aside the order and direct the trial court to revive the case and in some cases, the High Court is to be approached. But these all depends on the stage of the case at the time its dismissal.
