What documents are required in order to establish Title Deed

Respected Sir/Madam, I am in need of your kind help and guidelines on some of my doubts and issues with regards to purchase of a Property. The property was allotted by MUDA to original allottee on 18/05/2005 and the original allottee had sold this property to a buyer on 2007. Now the seller has below documents in original form.. 1.MUDA ALLOTMENT LETTER TO ALLOTTEE-ORIGINAL 2.KATHA-ORIGINAL 3.LATEST TAX PAID RECEIPT-ORIGINAL 4.SALE DEED BETWEEN MUDA AND ORIGINAL ALLOTTEE-ORIGINAL 5.SALE DEED BETWEEN ALLOTTEE AND ME-ORIGINAL 6.LAYOUT PLAN 7.EC copy Since I have been seen so many issues related to obtaining of Title deed from MUDA as the MUDA is imposing penalty from the buyer on account of violation of Agreement between MUDA and Original allottee. Now my concern are. a) Whether the Sale Deed (KRAYA PATRA) is the title deed of the property or how. b) If I apply for a title deed, what would be the penalty I have to bear as I am buying this property for 32 Lakhs. Kindly advice...

To answer you from the reverse:
1. Yes, kraya patra meaning in english is sale deed which is the Title Deed of the Property in your scenario.
2. If you are applying for a certified copy of the said Title Deed (which I understand it to be), you need not have to pay any penalty for such copy. You will have to pay the requisite fee for the certified copies. It is a public document and I see there should not be any restrictions or penalty for you to obtain any registered such documents.
The above listed Documents seems sufficient to rely upon the Title to buy the said property. Be sure that the consideration is not escalated beyond its realistic or its market value.
I could not understand from your query as to why MUDA is imposing the penalty on buyers like you now? What sort of Agreement or what are the contents of the alleged agreement between MUDA and Original Allottee? Was there any alienation period for sale on the Original Allottee? If yes, I wonder how MUDA executed a Sale Deed to the Original Allottee. Again, it is required to have a detailed reading of the contents of both the Original Allotment Letter and the Sale Deed to the Original Allottee.
Why have you approached MUDA now? Since almost 10 years, Title has been with the Second Purchaser and you already have all the Original Sale Deeds with you?
I opine that it should be a smooth Purchase even now subject to contents of the original Allotment Letter and First Sale Deed to the Original Allottee.
