If you want purchase any building, you show that property is not forest land, not agriculture land, if property is on agriculture land that property convertion in nonagriculture land, that Sahkari Samiti is registered. confirm there after you purchase property.

You have not posted details that in what manner your flat is unapproved.if flat is constructed without obtaining sanction from authorities concerened and construct flouting the building by laws than don't go for it.

If you purchase that flat then you can't take home loan nd you can't sale in future.. May be jda will demolish your flat also.and you can't file a suit against that samiti also bcoz samiti is offering you openly it can't forcing you to buy a flat.... If you are ready to buy it means you are buying on your own risk.
