Want to know registration procedure of property bought. How to do it?

Myself (purchaser) ,seller got into an agreement and he has all the original documents, including sale deed, khata form9 and 11. I was inquiring the registration process in anekal sub register office they told me E-khata is compulsory for registration so I approached chandapura gram panchayat office they said currently they stopped issuing e khata as chandapura is getting converted from gram panchayat to municipality so is there a way to do registration now ?
