Want to delay or postpone the possession of my under contract flat

Want to know if i can delay or postpone the possession date of my flat. The flat is being constructed within a residential complex and the area around my flat is still to get all the provision coming. Henceforth i want to postpone the possession date and avoid paying unnecessarily the bulk amount related to maintenance & other charges. Is there any provision available under the statute so that i dont have to pay any late or delay charges for following the same.

Legally you can take possession of flat after getting occupancy certificate only.
if your builder has not get occupancy certificate then legally he can not authorise to give possession
