Want to break an apartment construction agreement with builder

Hindu common property of 5 person ( 2 brothers & 3 sisters) made an agreement with builder for construction a flat apartment in their own land in 40: 60 ratio, agreement made on september 2021 but till date builder not put one single brick on the land, now landlords are wants to break that agreement for search a new builder, what can they do now ( legal step)
