Vehicle transfer pending because original owner gave mismatch sign

Sir about a bike from an owner every paper was done and sent to rto by me
Rto informs me that the owner sign were wrong and owner needed to be present to sign again...
But owner refuses to sign again and would not go to rto office
Please help me what should I do
