Validity of purchase of undivided land not which is not partitioned

Can I buy undivided land from 15 people where 2 are in foreigh.. since its s a small value land they will not come to India to sign. So, can I buy 13 ppl share ? After that can I file a suit and get my shares partitioned? Please help.
If the property is shared by 15 persons, all of them have to execute the sale deed in your favour, irrespective of the value of their shares. They can very well execute a Power of Attorney in any other person's name.
