Unapproved residential project by development authority what can I do

sir,i had purchased a property in varanasi from shri sai baba company creating a township in around 70 acres , the whole land is purchased by the company,its not an property of agreement.today when i contacted a bank for the loan they said this project is not approved from VDA so they can't grant me loan.then i talked to my builder about the approval then he said that they are giving samajvadi awas yojna in the township than it is not important to take any approval because it is automatically done.so please breif me in this regard. thank you!
