Transfer of property issue brother in law says NOC validity over

Post my father's death his property is being transferred in my mother,myself and brother's name with NOC to that effect from my sisters. However one of my brother in law has said that validity of NOC is over as we have so far not transferred the property and hence he wants my sister's share for the property. Can he do that ?

First of all, whether your father had made any WILL? For transfer of property, if there is a WILL then first you have obtain Probate and only then you can get a valid title and if there is no WILL then you have to apply for Letter of Administration. Further there is no validity of NOC given, but your sister on influence of her husband can withdraws her consent before property is transferred, which isnagain disputable and for which we can file case in Court.
