Transfer of property in my name

I am living in my home from my childhood. This home is in the name of my late father who died 20 years back. My elder brother and younger brother left this home after my father’s death and only I am staying here with my family. Both of my brothers released their share on this home on paper. However, my married sister is not ready to release her share on this home by any means (either by accepting money or by taking equivalent land share in home) just to trouble me. As the building has become very old, it is difficult to continue staying in the same building. I want to demolish the building and construct a new one in this place. As the property is still in the name of my late father (due to my sister), I am in fix and unable to take decision for doing so. The property tax and electricity bill is being paid by me only since last 20 years. Kindly let me know if any legal provision is there for going ahead.
