Thika tenency flat parches from a devoloper main peper need

What r the main pepers needed for puchuse a thika tenency flat from a devoloper ( promoter) who has agrement with a land owner and the power of attorney is given to the devoloper with notary has done with that agrement and last tax recipt was updated even the piller strukture map has done but the land woner dose not have land agrement peper. Can i able to purchuse the flat from the devoloper ?
