The Displaced Persons (Compensation and Rehabilitation) Act, 1954

02-Oct-2024 (In Property Law)
My grandfather was displaced from Pakistan and got a property in Azadpur Delhi from govt of India in part cash payment and part as compensation under The Displaced Persons (Compensation and Rehabilitation) Act, 1954. He then passed groud floor of the property in name of my father through GPA and will. Can my father sell the ground floor of such property now in 2024? Registrar office is saying that a property received under rehabilitation can't be sold to a third party, and cann't be registered
