Summary: We invested in Zara Roma project but construction hasn't star

We applied for Zara Roma in Gurugram under India's affordable housing scheme. 600 people were selected, and the builder took the first installment. 6 months later, construction hadn't started. The site is in a bird sanctuary, and the builder lacks NOC. He's in high court, and we've paid 6-7 lakhs each. We've signed BBAs and taken loans. 2 years have passed. What can we do to get our flats? Please advise.
