Stilt car parking in builder floor

Hi. I have recently purchased a builder floor in delhi. It has stilt parking and four floors. Its a 200sq yards plot. I have only one car and that i park inside the stilt parking that has been alloted to me by my seller. Now problem is that one owner of the floor parks his car outside of main gate so that no car can come out. He is saying he will park his car outside no matter what happen. In case of emergency i face lot of trouble in taking my car out. He says he has been alloted his parking space in stilt parking and He will also park car on main gate. Other floor owner are also disturbed due to dis problem. Kindly tell what i can do regarding this and what does law say about stilt parking. Thank u
