Stamp Duty Payable for flat in Mumbai with residence as of April 1984

Society has 36 flats. OC is as of 1983 and members are residing since 1984. Is stamp duty payable for this flat? If so, would it be at the rates prevailing in 1985 or at present rates?
If any if the flats are now conveyed through a deed then stamp duty would have to be paid at the rates prevalent as on date of the conveyance, i.e. the present rates of stamp duty. Feel free to get in touch with the LawRato team for further assistance.
