Specific performance of registered memorandum of understanding

I had done registered agreement to sale in 2015 with farmer after which dispute arose regarding approach road whereby it was explicit condition in agreement that farmer was responsible to provide free way to approach land.after that in 2023 settlement was done and I did memorandum of understanding registered at sub registrar office and incurred NA plan pass expense also paid total consideration as per agreement now farmer is denying to register property in my name and is asking for additional fu
Yes surely a suit for specific performance can be brought against the farmer for not executing the Sale Deed in your favour subject to the terms and conditions of both thr Agreement to Sale and the Settlement Deed.
