Sold property to a person but only received 30% payment

i am muslim habitant as on 27th of June 2014 i entered into a deal of sale of my property in proper mumbai. registered.m.o.u was made to make full payment within next 3 months, but til date only 30% payment received, party either not responding or giving excuses. please advise.
You can send a legal notice to the buyer to recover the balance amount. If the buyer fails to make the balance payment then you can file a recovery suit to recover the balance amount in the civil court.
