Society secretary denied from terrace repairing what to do

Namste ! I am from Gujarat Ahmedabad. I ama Sanskrit Teacher. I am living on fourth flour of flat. Above my flat we have common terrace. All flat members are doing party, morning walk and celebrating festivals on terrace. Now from terrace water coming to my house. So we told secretory and flat member to repair. But they are saying that, this is your problem and this terrace is not in flat maintenance list. If you want to repair it, you will have to do your own. So I want to know some act or rule is there, which summon flat member to repair terrace of close use of terrace ?
