Society NOC for giving premises on leave and license basis

Maintenance dispute with society is subjudice at Registrar Belapur. Licensee is leaving in the premises since last 11 months. SOCIETY has never questioned their legality. Now at the time of Renewal of agreement, Society is not providing Society NOC. Do we need society NOC for renewal of agreement?
Do we need to register the agreement ( pls note agreement term < 12 month )
Property Description : 4 Shops at Mansarovar, Navimumbai
Pls note they have stopped basic common facilities like toilet to our licencees stating that you have not taken Society NOC. Are they have rights to do that?
If we make conducting agreement does that nessititates to have Society NOC or not?
