Share certificate distribution delayed due to coveyance deed

My society committee is saying that share certificate will not be given until coneyance deed is completed successfully. My understanding is that share certificate and coveyance deed are independent documents and have no dependency with each other. My question is can society not issue share certificate if conveyance deed is not done?

Society cannot hold your share certificate it is a legal certificate which has to be in the possession of society members and not the society ,conveyance deed is pertaining to the land it has nothing to take with individual land, we have to immediately serve the notice
