settlement deed from mother's name to daughter

My wife 's mother has land( sarkar Purambokku) in her name does not have patta in Kodambakkam area in Chennai.
They purchased the land and registered in her name at 1983.All documents including mother document are avialable.
is it possible to do free settlement deed to my wife's name without patta?
