Seller non competent to pay as per municipal records what to do

RECEIVED NOTICE FROM TMC FOR PHOTOGRAPHS of seller on property tax transfer notary..after umpteen followups with seller, he is giving childish excuses..at the the time of selling property, he said he have given fake letter on company letter head stating than property documents are in company custody, later after visiting his office came to know that the property is mortgaged, his intention was to get the whole amount cheque in his name so that he can clear the loans on his own, this is very illogical..somehow after executing sale agreement it was decided that he will take care of society transfer formalities, i have give my share of society transfer fees to his account (12000rs)..he asked me to issue a cheque of 25000 form my account..i have paid whole society fees..he issued me cheques which bounced thrice..very unprofessional fellow to deal with..please advice if i shall seek legal help to get the things done

This one kind of cheating
If you want you can file cheating, fraudulent activity case,
For cheque bounce you file 138 criminal case against him
If you want specific performance of his part you can file specific performance case
You have many options
Only thing is take necessary steps as early as possible

This is my response to you:
1. You can issue a legal notice under section 138 of NI Act for cheque bounce;
2. If he still does not pay up then you can file a suit for recovery in the relevant court;
3. He will have to pay up otherwise the court can issue a warrant against him.
