Sale of ownership flat under cooperative society in WB

I am an owner of a cooperative society flat in New Town and I intend to sell the same. But the board of directors of the cooperative society are illegally and verbally demanding a donation at 4% of sale value for granting permission & NOC for sale of the flat. In order to carryout this objective they are preventing access of prospective buyers to my flat even after intimating the secretary of purpose of visit and production of identity documents of the brokers/ buyers.
