Sale of jointly owned agricultural land

4 related people jointly own 20 keth of land. 3/4 want to sell the land to a local Indian farmer. The 4th does not agree. He has put a legal stop to the sale because he believes his land price would reduce and theoffer price too low. Is it possible for the majority to sell the land or the 3/4 cannot sell without agreement with The 1/4 ?
IF the land is under joint ownership and the land is not yet partitioned by metes and bounds, no co-sharer is legally competent to transfer any part of land out of the un partitioned land . you can file a suit for partition and permanent injunction to restrain other co-sharer from transfer the land to anyone.
