Right of married women in brother's flat

Religion - Shia Muslim
Does a married woman have nomination rights in a flat owned by her mother and married brother?
In case of death of either the mother or brother or both, will brother's wife have exclusive rights over the flat?
nomination doesn't mean that she is the sole heir to the property. nominee is just a trustee. however after death the society is obligated to transfer the flat in the name of nominee. but only as a trustee. the owner can however make a will and bequeath the property as per his or her choice.
