Residential RERA Project delayed by 2 years

I had booked a flat in Feb 2022 at the time of project launch in Kolkata. The agreement said the project would complete by 30June 2025 but on 31st March 2025 the builder emailed that the project handover would happen on or before 30June 2027 as they are upgrading few specifications. Let me know what can I do now? My bank and I have paid, so far, 45 percent of flat price and the project now is at 6th floor in place of 14 floors.
We need that agreement you singed, if there is a clause that the builder will complete the project within the time period you have mentioned, then we can sent a legal notice regarding the matter and ask for compensation for the damages and we can also ask for reply of that notice.
