Residential house used for commercial purpose what action can I take

The house which is adjacent to our house is being used as a commercial centre for the preparation of a momos. Its dreadfully foul smell is the matter of suffocation and the persons of the RWA are turning a blind eye to this issue.Authority officials are also not responsive to the issue. I want your advice for this matter. Whom to approach on this problem
File a complaint with Development Authority citing misuse of residential premises . Then follow it up for action taken report by using RTI Application .
