Remove sister's name from 7/12 of Father's agricultural land

Religion hindu, sir my father died in 1999 . Gov put name of my sister in 7/12 of agriculture land of Father according hindu uttaradhikar adhiniyam. Sir can I remove sister name from 7/12 according supreme court decision in nov 2015 on hindu uttaradhikar adhiniyam 2005. Sir if yes . Tahsildar have power to remove name from 7/12 . Because I have given application to tahsildar for above-mentioned matter but their response is negative. Sir can I remove my sister name from 7/12 ?
