Registry is not possible if builder has not clear all dues.

I have booked flat in Logix Blossom Zest in Noida in 2015. Now builder has received CC and offering possession. I read that registry is not possible if builder has dues pending to authority. Is there any law/rule or any notice given by Noida Authority that Registry is not possible if builder has not clear all dues.
