Registration of old property under my name

My father didn't register the flat under his name at the time of purchase in 1999 but we are living in the same flat since then and have paid maintenance, water bill, house tax (which is under previous owner name) till now. So if I want to register my father name on the flat what is the procedure? Also, do I need to pay the same registration charges and stamp duty that we pay while buying a new flat ? We don't where the previous owner is. The flat is in thane district, Mumbai.
No there will be penalty for the late payment of stamp duty and registration however there are various schemes by government we can utilise the schemes and get it done
