Regarding settlement, resettlement and UDR in Tamil nadu.

Friends, We purchased land in our home town in Tamil nadu in 2009 from person X and constructed a house and have been paying the taxes since then. Patta and chitta is in our mother's name. Now, our neighbour's son who returned from abroad is making issue by saying that his father had registered the land belonging to our land survey number in 1984 (although his father created no issue when we built house). When we got the copy of sale deed which his father executed on our land survey number from some different person Y (Not X), ownership reason is given as Resettlement . Y has mentioned that he got the patta through Resettlement. EC is showing this sale deed and the sale deed my seller X executed in 1979 on the same survey number from other person Z. I want to know what is resettlement in tamil nadu and how valid his claim?. Also old and new survey numbers and boudaries are not matching. Issue is before RDO now. really confused how to handle this issue and one lawyer is approached
