Regarding buying of flat from builder and all ownership rights of flat

I buyer pay whole amount of deal at time of aggrement for sale, after that the sale deed is neccessary or the buyer can achieve all right in aggrement of sale?

This is my response to you:
1. Is the sale deed registered?
2. If yes then you are whole and sole owner;
3. If not registered then you have to stake a claim;
4. Consult a local lawyer, state full facts and take steps.

as you paid entire amount there is no need to execute separate agreement unless agreement for sale is registered. registration is must. however in some areas there is a practice to execute a separate sale agreement .
