Refund for property booked and possession delayed

I have a property in Emaar but it is not even started after 7 years. How much compound interest percentage (8 or 12 or 15 or 18 or 24%) one can expect for property delay or that not even started? What should be the time period? Is it should be from date of booking until refund date or the property or will it be decided by emaar?

You may file a consumer complaint against the builder seeking possession and compensation from the said builder as your builder buyer agreement contains a penalty clause which specifies the penalty provision enforceable against the builder in case the builder fails to hand over the possession of the flat in time. Moreover you may also file criminal complaint against the builder for criminal breach of trust and cheating etc
