Refund for advance booking amount for apartment

We have paid an advance (10%) of the apartment cost to the builder and signed a booking form. As per the booking form the builder is allowed to forefeet the amount in case the booking is cancelled.
Due to the Carona pandemic, unable to continue with the purchase and the builder denying to payback.
Anyway to get a refund.
