Query related to Rights of MemberShip in Society

Hi, Due to some reason my father is gone to outstation who is the owner of flat which we all family members live together. Can i as a family member raise a complaint or speak on behalf of him in the absence of him. Any laws in reference of the same.

Generally the nominee is allowed to state or raise a complaint, with a letter from the owner but in some society the owner is only allowed to attend the meeting. We have to go through the bye laws of the society/apartment.
