Query regarding construction on Abadi land

Sir, I want to buy a ready built villa from a developer in Noida Extension under Dadri Tehsil. The developer has purchased some land and making a gated society. The builder says since his land is adjacent to Dhoom manikpur village, it is Abadi land and no layout or map approval required from any authority for developing society or doing construction activity. No bank provides loan but he has tieup with few NBFCs. Is developer saying right & is GNIDA building regulations applicable to him?
