Pwd land acquisition in the area between road and my registered land

There is a pwd plot between my registered land and public transport road. Locals are constructing temple in that pwd acquired land, even after my objection. If it happen to be so, I won't be able to construct a pathway that would connect road to my land in the future. How to deal with this?
serve a legal notice upon PWD and Corporation/Municipality to stop the local from constructing illegal construction work on the PWD plot. If they don't take action then you have to approach high court and file a wrt petition and get appropriate direction from the high court.
