Purchased a flat from builder very cheap quality material

Very poor quality material given by promoter while building of flat .at the time of making shown good but now quality of material is very poor after 6 month my walls are getting damps water pipeline is very bad.also completion certificate not provided till yet .what shall I do in this situation .
