Purchase of SRA flat before 7 yrs

I am interested to purchase a flat in SRA, even almost the deal is done my question is in his allotment paper it is mentioned the owner can't sell the flat before 10 yrs .. still is it safe to purchase the flat with all registered will be done and loan taken from bank as well .. can we purchase the flat

The title can be transferred either through the execution of a sale deed or gift deed. Registration is required for both.
