Purchase of property which does not have residential zone certificate

I want to purchase a plot of 2 guntha in a laylout under servey 122/13 of hawelii lohegao of pune. Layout is non NA and in doesn't have resedential zone certificate. However this layout comes under pune corporation limit (lohegao is one of the 11 villages to be merged in pune corporation declared in Dec 2017).Total area of 122/13 is 10r on 7/12 (about 10 guntha). Here my concerns are that if I purchased the above mentioned plot then my name wouldn't be enrolled on 7/12 as current rule says that only land/plot above 11 guntha will only be enrolled on 7/12. So how my ownership on the plot will be shown? Would only index 2 will be sufficient to show my ownership on the mentioned plot?
I will suggest you on this issue . See to get a title as per the transfer of property act you must have a transfer which actually confers you title . You can make power of attorney and development agreement then after that you can make 7/12 extract in your own name wherein u shall be the vendor and purchasor if you execute sale deed in your own name later
