Public road blocked/encroched by postal stores depot can we file suits

Possession receipt (1965) of the land clearly shows with Map -on the East side a open space of 35wide'x677' long & Chawls beyond , Documents of the Bhumiabhilekh shows excess land in possession with PSD. this open space is actually a road, can PSD be made to surrender this land ,at one end of this road there is a telephone exchange building.Pl.advice to go for a case or not?
