Provisional committee formation before forming RWA

1. I currently live in a property, the builder is a prominent builder 2. The builder has not yet sold all the houses. There is no resident welfare association (RWA) as of now. 3. The election for formation of the RWA is likely to be held in 2019. 4. However, a bunch of owners have decided to run an election right now and appoint a body called a PROVISIONAL COMMITTEE, now, which will take multiple responsibilities such as finalization of bye-laws , liaising with builder for issues etc. 5. Since, at the time of signing my sale agreement with the builder, I have only agreed to support the elected RWA and the associated bye-laws, is this PC concept {mooted and supported by a bunch (subset) of owners but not all owners}, legal?
You may have agreed to participate only in elections for RWA and not for such provisional committees, however, in the intervening period the situation is such that it requires intervention by forming of a provisional committee then you may participate in that citing the contingencies, especially considering the fact that the sale of the flats is taking a long time.
